I've seen minfilia offer it before, but i didn't think to click it at the time, and now that i progressed a little further, she just never has it. I've looked in my completed quests, and it's not there. It's not in my journal, and i've talked to her, thancred, and urianger just in case, to see if it spontaneously appeared.
